Permitting

The District’s Permit Regulations require Rodeo Sanitary District customers to obtain permits for certain types of activities that affect our treatment or discharge processes. Permits are not transferrable. Permit information can be obtained by calling the District office at 510-799-2970 x104 or emailing permitting@rodeosan.org (email is best). All permit fees are subject to change.

Paying for Permit Fees

Please note the following:

  • Permit issuance can take up to 2-3 business days after submission. To expedite the process, please make sure the permit application is filled out completely including the address in which you intend to perform the work, details of the work you will perform, a sketch of the project, and materials you intend to use.
  • With your permit you will need a current Certificate Of Insurance (COI), even if your insurance has not changed since the last time you performed work in the Rodeo Sanitary District area, please re-submit your COI. For the requirements needed on your COI, see the attached or contact permitting@rodeosan.org. The Rodeo Sanitary District will need a current OSHA trench T-1 certificate, which must be submitted with each application. You must also submit a traffic control plan if you perform any work that will take you into the street. Check with the county about additional permits you will need.
  • Once your permit has been approved. You will need to submit payment by contacting: permitting@rodeosan.org, or by calling 510-799-2970 x104.
  • Final inspections will include an onsite inspection of the completed work. Backflow prevention devices MUST be installed, and it is the permit requesting contractors’ responsibility to reschedule inspections before the inspector(s) depart for inspection or a reinspection fee will be charged to the contractor.
  • Final Inspection MUST include a CCTV of the installed lateral. This must be a hard copy in CD, flash drive, email with link to video, or attached to email. The District will not accept a video of a video. The Video can be on a host website as long as it is downloadable, and it can be saved. Failure to meet these criteria will result in instant rejection. The CCTV must go at a slow pace of no more than 30 ft per minute, starting at the District mainline pulling back towards the home. The video must have a counter. Blurry, fast, or general illegible videos will be rejected. The camera needs to be stopped for a minimum of 5 seconds at any identified defects, like broken sections, root intrusion, or misaligned joints.
  • A certificate of compliance (COC) will not be issued until all of the District’s requirements are satisfied.
  • Submitted videos can take up to 2-3 business days for review. All email submissions and additional correspondence must be done through permitting@rodeosan.org to avoid delays.
  • Inspections must be coordinated by calling 510-799-2970 x104 or preferably by emailing permitting@rodeosan.org. You should receive confirmation in 1 business day. Inspection availability is Mon-Fri. 8am-3pm except holidays and is on a first come first serve basis. When requesting an inspection, please note the day and three time slots in 30-minute intervals that work best for your company. It is the permit requesting contractors’ responsibility to reschedule inspections before the inspector(s) depart for inspection or a reinspection fee will be charged to the contractor.

Types of Permits

Lateral Repair or Replacement

Typically, this type of permit is required to perform work on the portion of the existing side sewer located within the property’s boundaries and the public right-of-way. This may include sidewalks, streets, or undefined areas beyond the private property’s boundaries.

RSD requires a licensed/bonded underground contractor to perform work on the existing side sewer. The contractor is responsible for obtaining an encroachment permit with Contra Costa County prior to performing work within public right-of-way and must comply with all other requirements as set forth by the issuing agency.

Currently, a lateral repair permit costs $268, (application fee: $168, and the inspection fee: $100) and payment is to be made by check. Work performed shall comply with all the requirements as set forth in the Rodeo Sanitary District Standard Specifications for Design and Construction. A District Inspector will be on-site to inspect the work prior to acceptance.

Pools, Spa, or Fountain Permit

Prior to draining a pool, spa, or fountain, the home or property owner must obtain a no-cost permit from the District. This will allow for the drainage of the pool, spa, or fountain into the home’s sewer connection. The rate of discharge when pumping or draining shall not exceed 20 gallons per minute. Sewer Construction Permit and Wastewater Contribution Permits

Any proposed new connections (Residential or Non-Residential User) to the RSD system must submit construction plans for the proposed work for District review and approval. Upon receipt of a sewer permit application and based on the nature and scope of the proposed work, District staff will issue a statement with the required deposit amount and an estimate of fees to be paid before permit issuance. The engineering review will provide comments and/or request changes to the proposed work as needed. Once the review is completed, District Staff will issue the final fee statement detailing the applicable fees to be paid. The sewer construction permit will be issued once final payment is made and the plans will be stamped approved and ready for construction. All sewer-related work must be reviewed and inspected by a District Inspector prior to acceptance.

“Call Before You Dig”

It is the responsibility of the Homeowner or Contractor, by law, to notify USA North 811 prior to excavations. Call 811 or 800-227-2600 or on the web at USANorth811.org. The USA North 811 website has all the information you need to mark the area where work is to be performed and will notify all utility owners in the area.

Standard Specifications for Design and Construction

The District adheres to the latest version of the Central San Standard Specifications for the Design and Construction of all sewer improvements. Copies of the standard specifications and drawings are available online here.

Obtaining and Paying for Permits and Fees

All permits can be obtained (or emailed) and applicable fees paid for at the District’s offices at 800 San Pablo Ave, Rodeo, CA 94572. Credit Cards, Personal checks or Company checks are to be used for payment when the permit is approved and before the permit is issued.
